Comanche Peak & the New Data Center Campus

A 1,200-MW agreement with AWS, and plans to build on Comanche Peak’s 8,500-acre campus

In 2025, Vistra announced an agreement with Amazon Web Services (AWS) to lease part of its extensive Comanche Peak Nuclear Power Plant site for the building and operation of a cloud computing and digital innovation campus, powered by the nuclear plant. This partnership unlocks decades of growth, prosperity, new tax revenue, and economic opportunity for residents and businesses. It also provides certainty for Comanche Peak’s sustained operations for decades to come.

The Agreement

Vistra and AWS entered into a 20-year power purchase agreement under which Comanche Peak will supply up to 1,200 megawatts of electricity. AWS will also build a data center campus on Vistra’s land at the power plant site.

Not all data centers are the same. As America’s leading integrated power company, Vistra needed to find the right partner for a project like this. Through a competitive, Vistra-led process, AWS showed it would create a project tailored for the plant site and the surrounding community.

At the same time, Vistra developed and is implementing a comprehensive, balanced plan that invests in the ERCOT grid, protects consumers, and helps provide affordable, reliable power across Texas. By investing in resources that generate electricity across Texas, Vistra is helping power America’s technological capabilities, manufacturing renaissance, and energy security.

Current Status: Fall 2026 Update

Comanche Peak’s top priorities are safe, reliable operations across our campus. As the longtime operator and property owner, Vistra will ensure all operations at the cloud computing and digital innovation campus align with our values, including being a good neighbor.

Projects of this size and complexity require multiple permits, approvals, and careful planning. AWS is continuing its design, due diligence, and discussions with local governments to ensure the new facilities are responsibly engineered and operated.

Over time, AWS will construct multiple buildings on the plant’s property. Vistra expects the customer to begin incrementally taking power starting in late 2027.

Since 2020, Vistra’s investments in generation facilities and power plants across Texas have added more than 1,600 MW of electricity to the ERCOT grid. The company has several active developments, including converting its Coleto Creek power plant and expanding its plant in the Permian Basin.

Being a Good Steward of Our Resources & Plant Property

Operating Comanche Peak is a privilege and tremendous responsibility. Comanche Peak has been part of this community since construction began in 1974. Vistra and its dedicated workers and contractors have developed a reputation for safety, responsibility, reliability, and efficiency.

Today, the plant employs nearly 1,000 employees and permanent contractors, generates over $40 million a year in state and local taxes, and has a capacity to produce 2,400 MW of carbon-free, always-on baseload power.

Looking to the future, Vistra determined that portions of its 8,500-acre campus at Comanche Peak are suitable for hosting a cloud computing and innovation center.

While a new neighbor will be on the plant’s property, Comanche Peak’s unwavering commitment to safety, reliability, and stewardship of its land and resources will not change.

The Partnership With AWS Supports Comanche Peak’s Future & Growth

The agreement between Vistra and AWS provides long-term certainty, sustaining Comanche Peak’s operations for decades. Preparations are underway for a second license renewal that would allow the units to operate until 2070 and 2073, respectively; the current licenses run to 2050 and 2053. The plant is also exploring ways to increase output to meet growing demand. This partnership delivers tangible, lasting benefits to our local community and regional economy.

A growing Comanche Peak is good for the local community, region, and State of Texas.

Enhancing the Reliability & Resiliency of the Grid

Vistra is uniquely positioned to help deliver reliable, affordable power to homes and businesses across Texas. It is in the midst of a years-long, multi-facility investment in reliability across the state, adding megawatts and proudly powering Texas.

Regionally, this arrangement to power AWS’s facilities on the Comanche Peak campus should help ease transmission congestion. It should reduce the need for ERCOT directives to lower the plant’s output to relieve local congestion, which has occurred multiple times in recent years.

Additionally, at its own cost, AWS will develop and maintain on-site backup power facilities, giving Comanche Peak added flexibility as it prioritizes its full available generation for the grid when it’s needed most.

Questions About the Campus

The AWS facility will use Comanche Peak’s existing water rights and onsite private reservoir to meet its water needs. No additional water rights beyond the plant’s longstanding agreements were needed. This means the data center’s water usage does not involve any incremental water rights beyond those the plant already owns and manages.

No. The data center will be powered by a direct agreement between Vistra and AWS using electricity from the existing nuclear plant. This is a private, competitive market transaction and it is not associated with a regulated utility rate.

Residents and businesses will not pay for any portion of this project on their electric bills.

Vistra and AWS are developing all infrastructure and build-out, including the 345 kV private transmission line. No ratepayer funds will be used for any portion of the campus or its operations.

Comanche Peak is essential to the regional economy. Comanche Peak is one of the lowest-cost and highest-performing nuclear power plants in the country.

Innovation and computing campuses are vital to America’s economic competitiveness and national security. These facilities need electricity, and Comanche Peak will help provide it.

Since 1990, Comanche Peak has contributed billions to neighboring communities through tax payments, payroll, purchases, and other expenditures. The plant is one of the region’s largest private employers and the largest taxpayer in Somervell County. Comanche Peak employs nearly 1,000 employees and permanent contractors.

Once a year, and twice every third year, approximately 800 to 1,200 highly skilled technicians from across the country come to the plant during a “refueling outage.” These contractors drive significant business for hotels, restaurants, and related businesses in the community. The 20-year agreement with AWS ensures the economic impact of Comanche Peak to the local and regional economy is ongoing for decades to come.

The plant is Somervell County’s largest taxpayer, paying more than $40 million a year in state and local taxes.
