Between 2020 and 2023, Vistra added more than 1,000 megawatts (MW) of new generation capacity to the Texas grid. In 2024, Vistra accelerated its development pipeline, unveiling a multi-year, $1 billion+ capital investment plan to add more than 2,000 MW of new generation across Texas by 2028, if market conditions were supportive. Now, due to customer demand, Vistra has reached a final investment decision to execute the last key element of this plan – two new power generation units in the Permian Basin.
The company will have added enough new electricity in just eight years to power the equivalent of 1.5 million Texas homes.

Vistra’s Investments In Reliability: 3,100+ MW by 2028
Complete: 400+ MW
Nearing Completion: 200 MW
Construction is nearly complete on the 200-MW Oak Hill solar project, located atop the site of the retired and reclaimed Oak Hill lignite mine. Commercial operations of this new facility are expected to commence in the fourth quarter of 2025.
On Track: ~630 MW
The company will repower the Coleto Creek Power Plant that was scheduled for retirement in 2027. By investing in plant upgrades and supporting pipeline expansion, the company will create a dispatchable gas plant on the property and repurpose the considerable existing infrastructure. This will restore approximately 630 MW of generation to the grid, and the new gas-fueled capacity can serve Texans for decades to come, while retaining the important economic and tax benefits to the Goliad area.
Under Development: 860 MW
Two advanced simple-cycle natural gas-fueled power units are under development at the site of the Permian Basin Power Plant to help meet the growing needs of West Texas’ oil and natural gas industries and the state. In total, the units will add 860 MW to the grid. Initial development activities are underway to ensure the plant’s expanded operations can begin operating by 2028. The company has reached a final investment decision and confirms it will build the units.
Comanche Peak: Supporting Texas’ Nuclear Renaissance
The Comanche Peak Nuclear Power Plant has been safely and reliably generating power for Texas since 1990. Through the hard work and dedication of its more than 600 onsite employees and contractors, the facility is one of the lowest-cost and highest-performing nuclear power plants in the country. Rain or shine, 24/7, the plant provides always-on baseload generation to help power Texas forward.
Since its inception, Comanche Peak has generated over 582 million megawatt-hours of electricity, powering millions of homes, businesses, and institutions across Texas. Based on the plant's track record of excellence, in 2024, it secured a license that will allow the plant to serve Texas for decades to come.
